Jaén Strategic Plan 2021

The horizon of the plan is 2021 and it was defined taking into account the Plan de Desarrollo Municipal Provincial Concertado de Jaén 2013-2021, another important local management instrument currently in force.

The development of the Jaén Strategic Plan The Local Sustainable Economic Development Plan to 2021 was guided by a unitary perspective of the provincial territory and a methodological proposal that basically proposed to deploy four parallel and interrelated processes and to transit through four phases:

  • The political processThe leadership of the Mayor and the body of aldermen had to be manifested, because without the authorities, the proposals identified could not be turned into municipal norms and public policies.
  • The participatory processThe aim was to consult with representatives of economic and social organisations and civil society in general in Jaén: representatives of cooperatives, entrepreneurs, leaders of producers' organisations, service providers and traders, officials from public and private institutions.
  • The technical process The project is oriented towards the research, processing and analysis of information on the different economic, social and territorial problems of the province, as well as the involvement of technicians and specialists from Jaén interested in joining the planning process.
  • The communicative process dedicated to influencing and informing the media and public opinion on the development of the planning process.
    Each of the strategic lines and objectives are detailed below.

1st Strategic Line: Capital of the social and solidarity economy of Northeastern Peru, safe and integrated, with diversified services and trade.

The aim is to ensure that the Province of Jaén to strengthen its leadership position and gain recognition at the international level. Northeast as a social and solidarity-based economic capital. This purpose is assumed from the perspective of incorporating productive, commercial and service relations with the eco-systemic environment, based on cooperation, solidarity and reciprocity, and not only on profit and accumulation from the market economy. It seeks to recognise the efforts made today by cooperatives and associations, small producers' families, agro-ecological networks, women's economic and social organisations, and women's economic and social organisations.The main objective of the project is to promote the development of a new generation of women's organisations, which develop diverse enterprises and often do not succeed in entering the market.

Strategic objectives:

1.1. To consolidate the positioning of the Province of Jaén as a social economic pole of communication and road and air integration in the north-east of Peru.

Continuing with the Jaén Strategic Plan has the conditions to become a social economic pole of communication and road and air integration of the Northeast due to its growing offer of inter-district, inter-provincial and inter-regional land transport services, and the Shumba airport. This offer strengthens its current dynamics of commercial and service expansion, and is a growing and powerful attractor of new public demand.

1.2 To strengthen the security, physical, energetic, economic, social and solidarity-based integration of all the districts of the Province of Jaén.
This strategic objective focuses on security, understood in comprehensive terms, in the face of crime and the risk caused by natural disasters; physical integration, particularly road integration because of its importance for provincial social and economic exchange; energy integration, because of the need to direct hydroelectric production and especially to cover the deficit of access to the public electricity network of a significant sector of housing at provincial level; social and economic solidarity, in order to overcome the existing inequality gaps at the level of the populations of the districts of the province; and social and solidarity-based economic integration, in order to overcome the existing inequality gaps at the level of the populations of the districts of the province, in the face of the risks caused by natural disasters and the risks caused by natural disasters. 1.3 Encourage the provision of quality services, with emphasis on education and health, and diversified trade.
The service offer emphasises the quality of services, as well as education and health, as these services are well positioned and in high demand at the provincial level. They are two priorities for the majority of the population insofar as they are directly related to the daily, present and future life of individuals and families. The emphasis on these two services is complemented by the general offer of diversified services and commerce in order to contribute to the consolidation of the bid to be the economic, social and solidarity capital of the North-East.

2nd strategic line: Centre for the production, industrialisation, commercialisation and innovation of Peruvian organic coffee, in an associative, cooperative, private and sustainable manner.

The productive vocation of the provincial territory shows that coffee is the crop with the largest extension of harvested hectares. It also occupies second place in terms of production volumes. Its recognition and positioning in the market is also an incentive for the majority of small producers in the Province of Jaén. It is an alternative for generating family income to face poverty and exclusion. Coffee production activity is also characterised by the fact that it is fundamentally associative and cooperative. This does not mean that there is no acknowledgement of the existence of private activity. We comment on the objectives of this line within the Jaén Strategic Plan.

Strategic objectives:

2.1. To consolidate Jaén's position in the national and international market as a centre for the production, industrialisation and commercialisation of organic coffee by associations, cooperatives and private companies.
This first objective aims to to further strengthen Jaén Province's role as the country's centre of coffee production and marketing.The influence of the North-East macro-region has been extended to the whole of Peru, but now expressly including industrialisation. In addition to doing so in an associative, cooperative and private way.

2.2. Encourage processes of productive and technological innovation, associative, cooperative and private, sustainable, to improve the quality of coffee growing, with universities, technological institutes and CETPRO.
Productive and technological innovation is key to improving the quality of coffee production.. For this reason, this objective emphasises this purpose. Coffee production, in the case of the Province of Jaén, due to the level of yield and market positioning achieved, requires an aggressive entry into the field of research for development and innovation, as well as the recovery of the memory and knowledge of small producers. Investing in knowledge production, technology and educational and strategic training processes.The project is a step in the right direction, where universities, technological institutes and technical-productive educational centres are linked to the production processes of the provincial coffee-growing sector. Taking this step would contribute to adding value to the production process and contribute to its productivity, but above all to the improvement of its quality standards and to a productive dynamic based on knowledge, innovation and the know-how of small producers.

2.3. Promote the consumption of coffee from the North East at local, regional and national level.
It is necessary to achieve the aim of consolidating levels of domestic consumption that will consolidate a local, regional and country-wide market for the coffee in the Province of Jaén and the whole of the North-East of Spain.. Consumption cannot be neglected because it is one of the least worked aspects and has the greatest potential for coffee growing in general and in particular for Jaén and the Northeast. Domestic consumption of coffee production is low compared to consumption in other countries. Most of the production has Germany, Japan and the USA as its main markets. Therefore, it is pertinent to bet on the increase of internal consumption and the strengthening of the local, regional and national market.

3rd strategic line: Agricultural and agro-industrial province, specialising in the production of rice, cocoa, livestock, beekeeping, fruit farming, aquaculture and forestry, in an associated manner.

The city is committed to being an agricultural and agro-industrial city. within its Jaén Strategic Planand specialising in various crops. In other words, it does not seek to consolidate only and exclusively a productive specialisation process based on monoculture. As it has been shown before, in the part dedicated to the presentation of information on the economic and social reality of Jaén, there are several crops that are produced in its territory and have an important level of production and presence. In addition to livestock and other complementary activities such as beekeeping and aquaculture, which also have great potential. The strategic line highlights in particular the cultivation of grains such as rice and cocoa, in addition to activities such as livestock, beekeeping and aquaculture, as well as fruit and forestry production. These productive dynamics are considered to be worked through associative strategies.

4th strategic line: Promotes eco-tourism and recreational activities, the conservation of biodiversity and cultural diversity, as well as the incentive of environmental and forestry services in the basins of the Marañón, Chamaya, Huancabamba, Chinchipe, Amojú, Chunchuca, Tabaconas and Chundu.

The strategic line is conceived in the perspective of complementing the agricultural and livestock activities proposed in the previous lines, with eco-tourism and recreational activities, considering them to have great potential as services of growing interest in the market, especially internationally, and also at the national level. In addition to being complementary and compatible with the vocations of the provincial territory.
It is impossible not to recognise that there is a increasing demand for alternative tourism offersespecially those related to the experiential, community-based, intercultural tourismand where nature conservation is present.
Therefore, these activities have to be developed from an approach that does not neglect the conservation of biodiversity and cultural diversity. Although one of the main limitations for the development of a consistent tourist offer is that there is a deficit of hotel infrastructure at the provincial level, eco-tourism and recreational activities can gradually attract a growing number of visitors interested in this type of tourism.
